Message cannot be sent

Everytime I try to send a message to all registered users on Wetpaint Central, it says "This message cannot be sent? Does anyone know what to do about that or why it wouldn't send?

because you need to be a moderator or higher to send a message to all registed users you are a normal registed user and can only send a message to up to 15 people or to the mods and admins Do you find this valuable?

In the beggining of making your wiki the first 3 steps it allows you to make it where registered users,writers,moderators and administrators can do certain things wetpaint central may not have that feature available for registered users.
