How do I create vowels or other letters for that matter that have foreign or uncommon accents with them? One example is the double dots that appear above the o of Zoe.

Wetpaint supports languages other than English as long as you have the unicode for the language you want installed in your browser. Do you find this valuable?

There are two ways you can do what you are looking to do. One is to use Window's Character Map ( Start button-Programs-Accessories-System Tools-Character Map ) or use Google Word translator or Babblefish translator to get the character in the language you desire.
