Changing the border color of tables?

Is it possible to change the border color of tables? If so, how? Thank you for your help. Do you find this valuable?

There is a way to create the illusion of color table borders. It involves putting a table inside another table. Then coloring the cell of the bottom table and expanding the inserted table to the width of the border desired. For step by step instructions see this page on my wiki.
