You cannot create a photo album here on Wetpaint Central unless you are a writer or above. On your own wiki, however, you can create a photo album by click the "create album" button in the Photos area of your site.

No real harm. Assuming you have the right privileges to do it (and you should if it's *your* wiki)), you must enter the album you wish to delete, click on the "more tools" option near the top and select "delete album" on the menu that appears.
