How should I deal with copyright infragment?

Alright,So my dear friend has worked her bottom off by creating a page for our deceased friend. Well, another site COPIED everything from there! It made us both enraged. I don't know how to file copyright. But this page was NOT created recently. Back in May? Possibly.
