Who Can Edit It?

I wanted to know well, if you lock a page, who should still be able to edit it? Because I'm planning to make it a private site because anonymouses are going onto the chats and stuff. But, if I make it a Private Site, it let's everyone who joined edit it... So, I wanted to know, if you Lock a page, who can STILL edit it? Do you find this valuable?

Well Administrators and Moderators and also the Creator can edit locked pages
