Move page opton missing

Under "More Tools" the move page option is missing (only have add attachment and watch page as an option). How else do I move a page?

Make sure you are signed in and make sure you are a Writer or up.

I am an administrator for this site. No choice to move page on "more tools" drop down. I am at a loss! (I do have it on another site that I've had for about 3 years. This site without option is a little over 1 year)
