Can the order of albums be changed?

You can organize it by three ways:
1.) Name
2.) Last update
3.) Updated by Do you find this valuable?

Yes. Name will organize it by their names beginning with A-Z. (I believe numbers and symbols are before the letters.)
As to making this happen, sadly, only from your view will it appear in the order you choose. To everyone, it is automatically set to Last Update. Do you find this valuable?
