You may want to query some of the moderators of WPADS. There are a couple of individuals there that were pioneers in implementing anchor links onto a WP wiki page.

Not enabling anchor links is a fatal flaw of this wiki. It is just not practical to create a separate page for every single part of a topic you want to cover, when related points need to be on the same page for comprehension. Or perhaps you want to incorporate lists on a page with a TOC at the top to get to specific items. And you don't want your users to have to scroll though entire pages to find specific facts referenced on other pages. In fact, this flaw is causing me to abandon my Wetpaint wiki altogether and migrate it to the competitor Wikispaces, which does support anchors.
