There's a hacker following me...

Ok, so this one hacker who usually goes by the name of "Kage" or "Niikao" is following me, I think. Well, not just me. He has some kind of grudge with my friend, ~Xelthious~. But anyways, he vandalized and hacks every site ~Xelthious~ makes, and even hacks into or bans other people from their own site. He got into my most recent site yesterday.....I really need help with him. He has ruined at least five sites belonging to ~Xelthious~. But he never joins the site, which is a problem. He either hacks into an Admin's account or doesn't even sign in and hacks the pages anyway, so we can't ban him. And even if he was banned he could probably still get in! Please help! Do you find this valuable?

I would suggest that you have all staff members on every site made by you, or your friend, change their passwords.
