To make someone a writer on your site, you need to have the site permissions set to allow writers. To do so, go to settings and hit permissions. Then, change the editing to "invite only". This will allow the permission of writer to be created on a site. To make a person a writer, go to their profile and hit "Change Permissions". Once done, you hit "Writer". That allows you to make the person a writer. Remember, you need to be a moderator or above to make people writers.
