I've created a site but don't know why it won't let me promote someone to Writer.

I can do all the other promotions, but on any site I create, it won't let me make them into Writers.

Why is this?
Is it because they have to apply first or what?

You might have set it to where there are no Writers. Go to Settings and Permissions and check to make sure it is set to where Writers are allowed on the site.

Note: You can change people to a Writer any time, they don't have to apply at all to become a Writer.
