I've uploaded a page redesign "suggestion" above (and link below):

This change will increase usable vertical page space. Comments welcome.

The sign up button is necessary. The one sign in button, yeah, that's an improvement. I also think that the seach this site bar should be there. Good ideas, Libb-Thims! Do you find this valuable?

A few flaws with your thinking here:

1. Sign-up button is a must - no question about it
2. Vertical space is already unlimited....why do we need more
3. By moving the links between the horizontal navigation and content space you removed ad spaces, a critical part in free Wetpaint service.
4. No more featured pages under the horizontal navigation?

Presently, the (a) search box and (b) "Trouble signing in? / Want to remove ads?" links take up an entire row of page, where as if they were relocated to better positions, the functionality of the page would be improved. This is called ergonomics.
