Edit Notes continue to appear

When I create a new page, the Edit Notes pop-up window appears after the first one or two edits, even though I have the edit notes disabled in my Preferences and have had them disabled for months. If I follow the "Disable Edit Notes" link provided in the pop-up, it takes me to the page where the "Hide Edit Notes window" box is checked. Do you find this valuable?
