Missing 40 pixels

Looking at the specs on the new page layout, I find there are 40 pixels in width not accounted for.
1. Main area - 650 pixels
2. Right rail - 300 pixels
3. All padding and spacing - 34 pixels.
That totals to 984 pixels, the same as the header graphic.

The screen width is 1024. What is happening in that 40 pixel space? Will it be white space 20 pixels on both sides to center page or something else? Of is that to accommodate the inequities of the different browsers when it comes to spacing?

It's standard to leave some extra space for the browser border, scrollbar, etc. Do you find this valuable?
