To delete (ban) members from a site, you need to go to the user's profile that you want to ban. Hit change permissions, and hit "Banned". This will cause them to not be apart of your site anymore. Also, their account will disappear from the site member list. You must be a moderator or above to ban members. Do you find this valuable?

If they are coming back, there is no reason to ban them. You should only invite the people that are new to your site. Also, deleting and banning users are the same thing, they both serve the same purpose. Also, is this site private or public? Do you find this valuable?

This is a private site. I don't want to ban members and then at some point in the future they are invited back and they can't access, because they have been banned. Do you find this valuable?

They can go to their profile and Cancel their Membership. Only they can, so you can ask them to go on and do that.
