If you are a moderator, then yes. Simply go to More Tools like you were planning on locking a page. However instead you should see Unlock Page. Click this option, a window will pop up to confirm you wish for this page to be unlocked. After that your page will now be unlocked.

Yes they can. Just click "more tools" and then "unlock page". You have to be a moderator or up, though.
