Another Rule That Should Be Added

Today somebody named Guzman46 posted the same to-do on every page. Now we all have to clear them out. I think that there should now be a rule that only users that are Moderators should be able to add to-dos. This is taking forever to clear out and it is still to early for anyone to help me clear it out so I will wait a little longer.
