Your site is set so that registered users are writers. It says they are RUs but they have the same permissions as writers.

If you want to change to writer positions, you need to be an administrator or up. Go to Settings, Permissions, and change the Editing permissions to "Only People I invite" Then, hit change settings and hit ok. Then, you will be able to make writers on your sites, if you want. If you want to keep the settings you have, just remember that anyone who registers on your site can edit pages.

Unless they are locked. Then the RUs can't edit them, like here on WPC.

Unless your site is set to writer permissions, you can't promote writers.
