Background images? In addition to Site Logo?

Hi, noticed on the Barrack Obama website that they have an american flag image underneath the site logo image. How do you do this?

Actually, the Obama wiki's flag isn't even part of the logo, it is just part of the regular style, and the logo is just the picture of Obama, and the URL. Do you find this valuable?
