How do you create a wetpaint site?

Every time i try to create my on wetpaint web site and i come to the last step it always says '' Based on the information you have supplied, you are inegible to create an account.'' So how do I stop it from doing that? Do you find this valuable?

Well, people allowed on wetpaint are 13 years and older. If you are younger, based on the information supplied, you are not allowed on Wetpaint. Please make an account when you are 13 years old. This is a law called COOPA, and it must be followed.
