How do I make a comment box?

I want to make a place where people can write their comments and everyone else who goes on my site can read them and write comments of their own in this box I would like to create.
 Do you find this valuable?

People can post comments at the bottom of each page, just like you did 2 minutes ago. Do you find this valuable?

You can add a blank table with one column and row, to serve as a box, and just let everyone edit it with their comments. Do you find this valuable?
