Wetpaint problems

Whenever I try to make a website, I'll finish steps 1 and 2 and press on the part 3 and it immediatly goes to a page saying I am illegible to join wetpaint. Any suggestions? Do you find this valuable?

This message is displayed if the birth date provided shows that you are under the legal age to use Wetpaint. You must be over the age of 13, sorry. Do you find this valuable?
