What is the best photo editing programme for banners/wallpapers?

Hi I was wondering what is the best photo editing feature for making banners,icons,wallpapers etc I have picassa but I was wondering would photoshop /paint.NET be worth looking into aswell-also which one would be the more simpler to use,any help would be much appreciated! 1  out of 1 found this valuable. Do you?

Paint.NET software is very simple and effective. Download at:
http://getpaint.net/

Photoshop is much better, but cost a lot (I'm talking $100-$1200)! It is also very complicated to use.

Thanks for the reply! wow i cant believe photoshops so expensive! can you make good banners on paint.NET? I use picassa now 1  out of 1 found this valuable. Do you?
