how it enforces 1 choice per post?

how does it know who you are so that you can only choose yes/no once per post.
does it use IP address? since you don't even have to be logged on to select yes or no?
could this ever be changed to use the logged in user id...since I don't want a non trusted user to post an opinion?

I'm assuming it does it by cookies, but on my computer I can choose again after time.
