i don't understand

i keep on trying to make a site and it just says "based on the info that you supplied, you are inelegable to create a wetpaint account. 1  out of 1 found this valuable. Do you?

If you are getting a message that says “Based on the information you have supplied, you are ineligible to create a Wetpaint account” then it means you entered a date of birth that would make you ineligible to join Wetpaint. This precaution helps to prevent children under the age of 13 from registering for Wetpaint. Children under 13 are not allowed to join Wetpaint due to the Children’s Online Privacy Protection Act (COPPA) laws, which we must comply with. If you made a mistake entering your DOB, then try clearing your browser’s cookie files and try again.
