how can I "apply" the template I've made?

I've changed the template and saved it.
But still it does not appear anywhere...
for example, it did not appear when I signed out & created a new page as a different "sample" member...
where does this template appear after it has been saved~???

When you make a page, you will see "template" and a drop down box containing all of your templates.
