Can banned users acess the site?

When someone is banned,does that mean that they just can't log in but they can acess the site,or can they not acess the site at all?And If if they can't acess the site,how does it stop them? 2  out of 2 found this valuable. Do you?

I've been hacked and banned from one of my sites, so I know. If you're already logged in and you try and go there, then you are automatically kicked off. If you try to log in once you're there, it acts as if it can't find your username or password. And, in my case, Wetpaint's doing nothing about it. Do you find this valuable?

Oh, and I just wanted to warn you, a lot of hackers use the name "Thunder" in their usernames. I'm not calling you a hacker, just letting you know. Do you find this valuable?
