My friend wanted to see the writers request and he couldn't find the page.
I looked on my own site and it didn't come up either, so I added Writer+Requests
to the end of the Users page and it came up as an "Oops!" page. Where is the
page or where did it go? Do you find this valuable?

The Writer Request is available on Invitation and Private wikis under the What's New section. In order for the report to show at all, you must be logged in as a Moderator or above and you must be on a wiki that has the Writer role. This is only on Invitation and Private wikis.
