Thunder00 hacker troubles.

A site I am a member of has had numerous troubles with a hacker calling himself Thunder00. We have banned him multiple times, but somehow he always comes back and makes himself a moderator and wreaks havoc every time, as well as duplicate account and member impersonating. We have gone private, but would like to permanently ban his IP address and his lackey's IP address as well, just to be sure he isn't hiding in wait.

If they are able to make themselves a moderator it means that they have access to another moderator's account. Tell your moderators to change their passwords and you may want to consider demoting any moderators that could be assisting the hacker until security is restored to the site. Do you find this valuable?
