I have a problem

I am an admin on a website and there is one player who is making continuous accounts on my website and I would like him to be banned permanately from the website. I have banned him everytime but he won't stop. 1  out of 2 found this valuable. Do you?

Change the permissions so that only people you approve of can join. 0  out of 1 found this valuable. Do you?

How do you get to know if the person wants to join is Mr. X?
Unfortunately, wetpaint doesn't offer IP Address banning system to the wiki-masters.
