Can't make a Website!

I keep trying to make a website with webpaint, but each time I come to the third step it just says I am 'ineligelble to create a webpaint account'. Ive tried like, 25 times already and it keeps doing the same thing! -lashes tail with frustration-

If you are 13 or under then you won't be able to create a Wetpaint account.

Just to clarify, if you are under 13 you are not eligible to create a Wetpaint site or account due to U.S. federal law.
