Viewable by all, editing by invite only?

Is it possible to have a site be publicly viewable, but only allow editing, profile creation, etc. by those you invite? We don't mind if others see and read our site, but we only want our core group to be able to add to and change it. 7  out of 8 found this valuable. Do you?
