Can you make it so threads on a certain page get added to a category?

How to set order of Discussion Categories
It appears the discussion categories are default ordered by alphabetical Category Name. I have some categories in place, but I want them to be shown with the most used categories on top when the default Ordered By is selected. Is there a recommended method to name the categories so they are in a desired order?
Could a moderator simply preface each category name with a number? 1. category name, 2. category name, 3. category name ? Or is there a better method to use? Any suggestions are welcome.

Reorder Forums
At the moment the forums are ordered by names, I think
we should be able to move the forums up or down to make it easier to find a forum.

New Discussion Forum Categories
Well, Wetpaint has released the latest update, and it seems to be the discussion forum categories and Twitter updates in the "News" section. Moderators and Admins are now enabled to add categories to the discussion forum, instead of having many pages with support answers. Users can add a thread to any page, and they can also pick a category, such as "General Discussion," or a custom made one, such as "Wetpaint Support." The Discussions module has also been added to the discussions page.
Along with all of the new additions, the "News" section of your site now takes any Tweets about a user. This can be added easily when adding a News feed.

What happens when one entry could fit in two categories?
On my wiki www.thesourcecode.wetpaint.com, I am categorizing parapsychological research by category. Categories like: Consciousness, Mythology, Psi Phenomena, Life, Death, etc.
My question is what happens when an entry fits in more than one category? What do I tell the users who ask me this?
The best I've come up with is to add the appropriate tags. But of course this is not much help without a tag cloud for users to surf.
What can I do?
