I can't find the setting to let me acess the New Member Message option!And I'm the creator!

New member spam message:
Almost once every two weeks a spammer (or smambot) becomes a new member (named “baby”, “love”, or “rose”); see banned users below:
http://www.eoht.info/accountSearch/banned
then bulk emails everyone a variation of the following message:
“Hello, My name is loveth, i saw your profile today at(www.eoht.info) and became intrested in you,i will also like to know you more,and if you can send an email to my email address,i will give you my pictures here is my email address (lovethbaby01@yahoo.com) I believe we can move from here! Awaiting for your mail to my email address above Loveth.(Remeber the distance or age or colour does not matter but love matters alot in life). PLEASE DON'T FORGET TO EMAIL ME HERE ON (lovethbaby01@yahoo.com) FOR MORE EXPLAINATION.”
Then everyone active on the site sends me a complaint message saying that someone is spamming them, etc.. I’m sure I’m not the only site having this problem.
To eliminate this, I propose we implement a 24-hour delay buffer window before a new user can send messages, or something to this effect. Comments and suggestions welcome.

When two members exchange messages, are they visible to anyone else?
If so, is it better to communicate via traditional email for privacy?

Messaging ~ Advanced (More/Better) Mail Options
Organizing Mail in Mailbox:
* Possibility of creating Folders
* Search option
* Possibility of selecting by Account name / Title / Date / keywords in content, etc...
Other:
* Possibility of Creating your own Mail Groups
* Extra Mail Group: To All Administrators
* Limitless Entries (or at least about 50 entries) to mail to for Moderators and Administrators
* FORWARD option and button
* EXPORT option and button
* DRAFT option and button
* Adjustable Message Window
* Date mentioned, instead of Today, Yesterday, Monday, etc..
* Option NEXT to go to the next message and PREVIOUS to go to the previous message while in the message reading window.
* More advanced mail system that supports punctuation marks / reading signs / other languages
(I created a Dutch wiki and the mail is a problem, as lots of text comes out really weird, like: (¯`v´¯) `*.¸.*´ cedil;.•´¸.•*¨) ¸.•*¨)
(We would also like to create more Wikis in other languages, like French or German, but that is not possible because of this unadvanced mail system. These languages use even more marks and signs that will come out unreadable)

Wetpaint Messaging !
i have an small suggestion :
we have a messaging service within wetpaint wikis it is good, but my suggestion is we can also add images on wetpaint messaging it will be completely looks like mail.
Pass my suggestion to Wetpaint Development team.
