don't see settings

I'm the administrator of this site, and I want to change permissions (make it public) but I don't see the Settings button anywhere! It's not next to my Profile or anywhere else. Please advise! Thanks, EP

It SHOULD be on the left of your page. Beside the "Promote" button. Here's a screenshot of it if you still can't find it.
