Can I change the x out of x msg?

It would really be useful on my site if I could change what this says since on my site I want to measure user's agreement with a opinion represented as a post.

can I change the message?

how it enforces 1 choice per post?

how does it know who you are so that you can only choose yes/no once per post.
does it use IP address? since you don't even have to be logged on to select yes or no?
could this ever be changed to use the logged in user id...since I don't want a non trusted user to post an opinion?

I'm assuming it does it by cookies, but on my computer I can choose again after time.

I don't know if it could be logged to user, that is an interesting suggestion. Tell wetpaint.
