I have a couple of photos to add but I'm told that "file size exceeds allowable limit". How do I rectify this problem?

I made a picture in Flash and saved it as a GIF animation, but when I uploaded it and put it on the site, it had no animation and what was graduated color turned all pixle-y. Please help? Is there any way to make my image animated?

I was making a graphic on Paint.net, and it looked really clean, and good. But when I added it to my site, it was all blury, and looked pretty bad. I checked on Paint.net to see if my view was zoomed in all the way, but it was set at the default view.
The image size is about 400x160, and it's too blurry. Is this a wetpaint bug? Here is the photo: http://harrypotter-roleplay.wetpaint.com/photo/7665118/-

When ever I try to upload a picture it gives me an error ( File is not an allowed file type) does anyone know how I fix this? The photo also doesnt show up as an option so I have to type the file name but still got the error. The size of file Im trying to upload is bellow the max file size so its not that I think. Thanks.

Do you have to have a certain role on the site (example: Moderator) to add photos to the Gallery? I am a registered user on the site I'm a member of and I'm not sure if I can add a photo.
